Panthers general manager Dave Gettleman isn't second-guessing the team's decision to allow Cam Newton to continue to play last season despite a partially torn rotator cuff in his right throwing shoulder. ''Cam is a football player and he wanted to play and the medical people felt it was fine, so we did,'' Gettleman said Friday. The Panthers hoped rest and rehabilitation this offseason would solve the problem, but that didn't work out.

NFL team owners are expected to consider allowing the Oakland Raiders to relocate to Las Vegas at the league's annual meetings, which begin on Sunday in Phoenix, Arizona. A posting on the league's website said the matter is slated for a vote on Monday after another presentation from the Raiders, who would relocate to a proposed $1.9 billion (1.75 billion euros) domed stadium with 65,000 seats in the US gambling capital. The Raiders would need approval from 24 of 32 club owners to make the move from the San Francisco Bay area, where they share a 50-year-old venue with Major League Baseball's Oakland A's, the only such shared stadium in America.

The Los Angeles Chargers have re-signed running back Branden Oliver to a one-year deal. The team also announced Thursday that safety Adrian Phillips has signed his exclusive-rights free agent tender, keeping him with the Chargers. Phillips was another undrafted free agent signed in 2014.

The on-again, off-again move of the Oakland Raiders to Las Vegas appears to be very much on again, if recent reports on several fronts are accurate. The NFL has apparently established the relocation fee the Raiders must pay, and owners could be voting to approve the move as soon as next Monday. The NFL?s league meetings begin Sunday in Phoenix, and in addition to the usual questions about officiating and gameday tweaks, the league?s owners may consider the Raiders? petition to move to Las Vegas.

The Los Angeles Chargers have finalized a deal to hold the first training camp after their move north in Costa Mesa. The Chargers announced their plans Tuesday night after the Orange County town approved the proposal in a city council vote. The Chargers will train at Jack Hammett Sports Complex, which is only about 2 miles from the planned site of their regular-season base in Costa Mesa.

NFL veteran linebacker Manti Te'o has agreed to sign a two-year contract with the New Orleans Saints, according to a person familiar with the situation. New Orleans also is bringing back free-agent cornerback Sterling Moore. Moore's agent, Andy Simms, said Moore has agreed to a one-year deal.

Carolina Panthers quarterback Cam Newton is to undergo surgery to repair a damaged rotator cuff but is expected to be fit for pre-season, the team said Tuesday. Panthers officials said Newton faced the operation to repair damage sustained during a game against the San Diego Chargers in week 14 of last season. The decision to go under the knife was taken after Newton's rehabilitation from the injury failed to go as planned.

As they continue to bolster their defense, the New Orleans Saints have added a linebacker: via multiple reports, the team has signed Manti Te?o to a two-year contract. Te?o was a second-round draft pick of the San Diego Chargers in 2013 but has struggled to stay on the field: he played in 13 games with 13 starts as a rookie, but has played in 10, 12 and three games in the seasons since, missing much of last season after a torn Achilles injury suffered in Week 3 against the Colts last September.

The Oakland Raiders signed All-Pro kickoff returner and speedy receiver Cordarrelle Patterson to a free-agent contract Monday. Patterson has averaged 30.4 yards per kickoff return in his career, second only to Hall of Famer Gale Sayers (30.6 yards) since 1941. The Raiders last returned a kick for a touchdown in 2011, when Jacoby Ford did it against Cleveland.
